Despite his usually rocky memories and psyche, Cloud is a surprisingly intuitive and perceptive person. Early on in the game, Barret tries to explain why the inhabitants of lower Midgar still live under the 'rotting pizza' of a city. Cloud relates it to the train they're on; it can't go anywhere but where its tracks take it.
Later, in the Gold Saucer Prison, Barret warns them all off, saying this fight is his alone. Cloud responds and hits the nail on the head, asking Barret if he wanted to hear something along the lines of "do what you want". In Case of Tifa, he reassures Tifa, telling her she is a strong and cheerful person. He knew what she needed to hear to feel more confident and comfortable with the new life she was making for herself.
Cloud may not understand himself sometimes, but he does understand others. It's also kind of fun to note that the other character with such an intuitive understanding of people is Marlene, possibly tying into Cloud's outer child.
